
WORKING WITH THE OIL AND PIPELINE AGENCY
The Oil and Pipelines Agency (OPA) is responsible for the
management of the Government Pipeline and Storage System. This
involves managing the technical operation of the pipeline,
land ownership and access issues, as well as responding to
third party queries concerning the position of the pipeline.
The Challenge
The Agency had a large amount of data to manage, and needed
to be able to respond more quickly to stakeholder queries,
better information for decision-making, and the ability to
exchange data efficiently with other organisations.
Our Solution
Our work has involved the design and implementation of an
integrated management system for the pipeline using GIS technology
to store, maintain and access the Client's technical and lands
information and includes the development of a customised Graphical
User Interface to facilitate ease of use by non-GIS experts.
The system is known as the Pipeline Information Management & Maintenance
System (PIMMS). A significant part of the work concerned data
capture; both field survey using the latest GPS equipment and
the conversion of existing paper records into digital form.
Highlights of the solution were:
- Intuitive, customised interface for use by non-GIS specialists
- Storage, manipulation and visualisation of 6GB of geographic
data (incl. 4,000+ map tiles at 1:1,250 and 1:2,500 scale
for background mapping) and asset data
- Land Editor module for managing land ownership information
- Dynamic linking and visualisation of pipeline route video
footage
- The digitisation and capture of over 1,000 pipeline alignment
sheets and over 32,000 land parcels
- The capture and storage
of over 1,000 scanned documents
- Aerial survey and data requirements for video footage
of pipeline routes
